The Governor Bush model, of course, is the model I have tried to follow for 26 years, and that is to put people before politics but put children before politics. That is what he has done in Texas. That is why we have seen the kind of improvement that we see in Texas. Those children most in need in Texas are receiving the benefits that all of these programs that were created in Washington wanted to see happen, but it did not happen. It has happened with his leadership and leading a Democrat House and a Democrat Senate.
