I, too, want to indicate that this amendment is not necessary because these programs are already exempt. I have worked with the gentleman who has offered the amendment this evening to perfect these programs and to enact these programs and certainly would not be here today trying to do anything to take away from the programs. They are voluntary on the basis of the State participation and, therefore, are not mandates as this legislation calls for. I would not want the public to think that we are trying to do something in H.R. 5 that would erode protection for vulnerable populations. Therefore, I believe, and sincerely believe, that the amendment is unnecessary, because they are already protected.
