Just to mention a few things that we have done, the Higher Education Act, the Reading Excellence Act, the school nutrition bill, the vocational technical education bill, quality Head Start bill, a charter school bill, Individuals with Disability Education Act, prepaid college tuition plan, job training reform, bilingual education reform, emergency student loans, equitable child care resolution, juvenile justice, just to mention a few. So do not paint us all with the same brush. We have been hard at work. It gives me great pleasure to have this special order this evening. I have always looked to Harris for his expertise and his enthusiasm on labor issues to help me appreciate the finer points of labor law. As a matter of fact, I would be willing to say there is not anyone on the committee, with the exception of Harris, who truly understands labor law, who truly has been made it a labor love to understand it, and to try to improve it and try and get us into the 21st Century so we can survive as a great Nation.

For 22 years, I tried to get 40 percent of excess spending back to the local districts as far as special ed is concerned. If the majority had done that for all these years, Los Angeles, for instance, would have been getting an extra 100…

what I learned more than anything else in the 20 years I sat in the minority on the Committee on Education and the Workforce, and even I am reminded today as the chairman of that committee, the approach that we took all those years…
