If we move this red line up to the 40 percent, which is up here at the blue line, property taxes have a good opportunity of going down because property taxes are going up, up, up because the local district has a Federal mandate. But the Federal Government does not put the money there, so the local district has to raise the taxes in order to fund the special education Federal mandate.
