The tragedy with the amendment is the fact that, and I suppose that is why it was presented, it gives 40 minutes of talk time. It gives no money to do all the things that Members are talking about doing in job training, et cetera. When you look at the authority in relationship to the amount of money available, you cannot do any of those things. So basically, the amendment gives 40 minutes of talk, zero of dollars in relationship to doing the kind of things Members are talking about. I just want to make sure that everybody understands that.
