I just merely wanted to say that one of the finest gentlemen in the Congress happens to have a birthday. You can call him ``Michelle,'' you can call him ``Michael,'' you can call him ``Mr. Tough Man,'' because he is tougher than an automobile. But we should wish a happy birthday to our minority leader, the gentleman from Illinois [Mr. Michel].
