To close, I yield myself such time as I may consume, to say to the gentleman from Louisiana [Mr. Tauzin], I think this is a very thoughtful and helpful addition to the debate we are having on this matter. I do think it goes to far. Frankly, there are implications of the amendment that I do not fully understand at this point. I think there may well be, as we proceed to further consider this matter and move to the Senate and so forth, it may well be that something in this nature can be done. I do think, however, that at the moment it does seem to strike me more as a sort of Gramm-Rudman rescission. The gentleman says it is not the same, but it seems to me there are implications of that.
