If we are serious about biodefense, an integrative, comprehensive approach, with somebody having budget authority located in the White House, preferably right next to the President of the United States, we think maximizes our ability to deal with the threat.

I think the Mayor of Chicago has handled it beautifully. She said she wanted to be cautiously optimistic, it certainly was a very thoughtful and kind response in spite of the declarations from the White House.
I doubt if there's a Republican or Democrat today, Mayor or Governor that wouldn't contest the unilateral incursion of Federal agents without coordination with state and local law enforcement officials.
