That permanency, I think, cannot be overestimated, because I just can't imagine someone in an acting capacity getting the kind of respect and commitment that someone who is there permanently would get from the rank-and-file.

While he may think he has the authority and legally, he might. He will not get and achieve the outcomes that I believe he wants and the President wants and the mayor wants, if you act unilaterally.
I think it's a big mistake. You have literally hundreds and hundreds of armed police officers roaming every major airport in America.
So, I think if the president is looking to make America great, that's his goal, he also has to make it safe.
