Mr. Speaker, I rise to discuss with the chairman of the committee an issue of great importance concerning a provision in this bill to extend the navigation season on the Missouri River. As my three preceding colleagues on this side of the aisle have said, extending navigation and drawing down the reservoirs in the upper Mississippi basin have the potential to negatively impact irrigation, drinking water, recreation, and hydropower uses of the river. I am concerned this particular provision was inserted in the bill without the benefit of a hearing or comment with upstream Missouri River interests. I seek the assurances of the chairman that as we work through the conference he will be open to the concerns of the upper basin States.
