If it is not technologically feasible, then are you by the rules then underwriting what would be older vessels that create a greater risk than the newer ones?
But you are creating a regulation that is encouraging the continuation of older, ostensibly more threatening vessels.
Are we looking at the possibility that there could be significant retaliatory measures if, in fact, we don't find a way in which there can be collaboration and equal treatment for the Canadian vessels?
I think we have established that you have created regulations for a technology that does not yet exist.
