All this says is if there are bills that come in after the deadline, you can pay those bills in accordance with Federal law. So if there was a soft-money bill that could only be paid for with soft money, you could pay it before the January 1 date. The same is true for hard money. But you could not borrow hard money and then pay it off with soft money. That would be illegal.”
