The truth was the bill in the 103d Congress had bipartisan support, it died in a Republican filibuster, and never got to the President. Clearly President Clinton would have signed that bill had it gotten there on time.

These are things that just do not make sense dollar wise. As you said, they save lives for those who have put their lives on the line for us.

The discourse is getting far too vitriolic and I think that's a problem.
This idea that somehow there is this Republican effort to just drop the thing and leave everybody on the street, instead of the real genuine effort which is to take something that isn't working and try to get it to work better.
