On the recordMarch 30, 1998
I have worked with Republican and Democratic Members over the last 5 years working to find a way to find bipartisan campaign finance reform, to level the playing field and treat both Democrats and Republicans fairly. ... But what did the Republican leadership do? Made a mockery of this debate, a sham of this debate by going through a suspension of the rules where a two-thirds vote is required and calling it campaign finance reform. Shame on them. This is not the way to have campaign finance reform. There are Members who worked too hard, too long trying to pass a campaign finance reform bill that is fair to both political parties, that ends the corrupt system of raising more and more money through soft money contributions.
