I do not remember any time the Federal Government undertook such a major project, putting 100,000 police officers on American streets, and did it so quickly without really any of the bureaucratic messes that have plagued other programs in the past. Just this past September, President Clinton signed into law what I believe was the most comprehensive, smartest, toughest crime bill in the history of this country. This legislation, as the gentleman indicated, was the result of many years of hard work from law enforcement professions. When I listened to the debate and the rhetoric in the Congress, I cannot help but think that we would be better off if we had more Members of Congress with some of the experiences in law enforcement. It would help kind of frame what this debate ought to be about. It seems to me any law to put more police officers on the streets is very, very important, particularly this community policing, which is really the cutting edge of law enforcement. We have an Attorney General now, Janet Reno, who is a lot different from previous Attorneys General in that she has been in the front line of the fight against crime.
