Mr. Speaker, we have an historic opportunity to pay down the debt, cut taxes substantially for middle-class and working families, provide a Medicare prescription drug benefit for seniors and invest in the children of our country in education. Instead, we are snatching deficits from the jaws of surpluses. Families watching this debate across America have to be scratching their heads. When they consider making major financial commitments, they first sit down at their kitchen tables with a pad and a calculator and see if they can afford it. When they cannot afford to repay their debts, they pay down those debts before using the money to buy new goodies. But some in this body, I guess, know better than the American people, because today we are passing a trillion dollar tax cut in a budget vacuum, and we are making excuses about why we cannot pay down the debt. Only in this Congress do we strap on a blindfold before making major fiscal policy decisions. We can do better than this, and the American people know it. I urge a no vote on this bill.
