In closing, this has been a proud tradition across the Nation, including in Pennsylvania. In fact, in 1975, 11-year-old Karren Stead of Lower Bucks County, Pennsylvania, became the first girl to win the All-American Soap Box Derby. Res. 88. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the concurrent resolution was agreed to.
