This is a simple remedy to follow after a natural disaster. Again, I look at my State of Pennsylvania with its many valleys and riverbeds, and I look at the people supporting or who have supported this type of proposal before: again, the National Association of Counties, Pennsylvania Association of Township Supervisors, and Southeast Pennsylvania Transit Authority. We need to make sure that our communities have a robust capacity and ability to respond in the event of a disaster, and that is what the point of this amendment is.
