I believe that both the bills of the gentleman from Oklahoma [Mr. Largent] and the gentleman from New York [Mr. Paxon] are on target. What they are going to do for the first time... we are going to have a new code. Just like it took discipline to make us have this 104th Congress, 105th Congress reach a balanced budget by a date certain, we need to do the same thing. I think the gentleman from New York [Mr. Paxon] and the gentleman from Oklahoma [Mr. Largent] are right on target, for us to have the discipline to say here is the date by which we are going to make this change, and let us be about the business in a bipartisan fashion of changing the outdated code.
