I think the people driving it frankly are the people back home. They are saying they want a simpler, fairer, flatter tax. They also say they want the IRS to be changed. Some want to eliminate it, to be sure. But the Taxpayer Bill of Rights which the gentleman has been active on, with the gentlewoman from Connecticut [Mrs. Johnson], is going to provide, I think, part of the first antidote for the problem.
