I do, Mr. Chairman. Mr. Chairman, this amendment, as amended, in fact does add $50 million under technical and financial assistance to the State energy conservation programs which are so vital to each of our States, and it takes the $50 million from the Energy Information Administration. Previously, Mr. Chairman, we may recall there was an amendment offered by the gentleman from Colorado [Mr. Skaggs] which added $3.5 million to the weatherization program, but this is not the weatherization program. Therefore, I believe it is in order, Mr. Chairman.
