I want to thank Chairman Stump for yielding time and for his leadership with this legislation. I am grateful for his assistance including provisions to authorize the exceptional veterans pro bono legal representation program within the bill. This exceptional initiative helps veterans secure the rights and benefits that they have earned by virtue of their dedicated service to our great Nation. Moreover, the program improves the efficiency of the court and provides training to lawyers to assist veterans across the Nation. In fiscal year 1994 the pro bono program volunteer attorneys provided over 15,000 hours of service and a remarkable 77 percent of their veteran clients were successful in overturning the initial decision of the board.
