I personally have no understanding of how a student who qualifies for a Pell Grant will not receive Pell Grants. The gentleman is talking about a number of issues here, but I think he is misleading the American public a bit with that statement. If someone qualifies for a Pell Grant, whether we adequately fund the program or not this year, it will be backfilled next year. And so I hate to leave young people in America with the perception that this budget could disqualify them from a Pell Grant, and if we did something different that they would get a Pell Grant. I think that is a little less than accurate.
