“Mr. Chairman, I find this debate interesting. I would like to ask the Members here today how many of them would like to have a partner in their business that provides 7 percent of the capital and wants to run the business? And then we get down to this issue, and on page 52 of the bill it says providing career guidance counseling, almost providing work-related experience such as internships, cooperative education, school-based enterprises, entrepreneurship, job shadowing that are related to vocational technical education programs, programs for single parents, displaced homemakers, single pregnant women, local education and business partnerships, vocational student organizations, mentoring and support services. Now we do not tell them who they have to hire.”
