I thank all who participated tonight to talk about energy, an issue that is number one in this country and one that I commend President Bush and Vice President Cheney for having the courage to tackle. It is our future. Energy is what runs this country; and we must have abundant supplies, a delivery system, and we must use it wisely.

I think there is more to it than that, though. It is local leadership that is part of it, because local leaders had to recognize the program could assist them, and they reached out and adopted it. Many states still haven't.
If there is, maybe there is a way we could legislatively do something to give you those authorities, because it just seems like a wasted opportunity and a waste of resources to not address it.
But if you want to make sure that the project costs three or four times what it should, then put the Corps of Engineers in charge, and you will accomplish it.
We keep hearing from over there that it was all ethanol. Ethanol was just a piece. It was 15 percent. The rest was normal oil and gas energy. But they had a plan. I think we ought to have a plan for North America. Stop and think about…
