I rise proudly in strong support of the Children's Health and Medicare Protection Act. As someone who helped to create one of the first CHIP programs in the country in Pennsylvania in 1992, I know what a difference it has made in the lives of literally hundreds of thousands of children in Pennsylvania. And since 1997, it has made a difference in the lives of 6 million children across this country. Today, we build on the success of CHIP. It is a public-private, Federal-State partnership and secures access to coverage for 11 million children of hardworking American families. At a time of rising health care costs for working families and increasing numbers of uninsured children, today we have an answer for American families. The action we take today will sustain health coverage for 6 million children currently enrolled, and will make available affordable coverage for an additional 5 million American children. This is an extraordinary step forward in ensuring access to health coverage for American children. It is simply not good enough to say you support improving access to health coverage for children and then vote 'no.' Rather, vote with children of this country and their parents. I urge passage of this legislation.
