Our military has done everything that has been asked of them. The U.S. cannot accomplish anything further in Iraq militarily. It's time to bring the troops home.

The policy, of course, comes from the White House. It doesn't come from the secretary of defense. So just changing the secretary of defense doesn't necessarily mean that you're going to get a change in direction.
