This is a very worthwhile project. Let me say to the gentleman, you see the number of hearings we have had, and the number of earmarks. Our staff went over every one of these earmarks very carefully. It's not on our highest priority list, but I'm sure that the military is interested in this kind of research, because it's so important to the military.

The policy, of course, comes from the White House. It doesn't come from the secretary of defense. So just changing the secretary of defense doesn't necessarily mean that you're going to get a change in direction.
Every one of these earmarks are competitively granted under the regulations of the Defense Department. We depend on them to competitively check them over, and they do.
