here is the problem that I see as we go forward with this process. Normally, when we pass a bill, we have a good idea that we will be able to continue the process in the Senate. It is not so late in the year, and if it is, we will pass a bill very similar to the Senate bill. Now, this bill is so different than the Senate bill, we have a bill here which has a lot less money in it. We have a bill here which, in my estimation, when it is offset from domestic policy, will either assure a veto or, in the end, the Senate will not recognize it. I just do not see any possibility of this kind of a bill being the end product when it goes to conference. Now, if we do not accept the amendment that I am going to offer, the recommittal motion I am going to offer, then we have a situation where the Defense Department will not be able to go forward because it will not be assured of a bill happening.
