The policy, of course, comes from the White House. It doesn't come from the secretary of defense. So just changing the secretary of defense doesn't necessarily mean that you're going to get a change in direction.

Let me just mention to the gentleman, 85 of the 90 members of the RSC receive, RSC which you just mentioned, receive earmarks in this total of this $436 million.
