I do not mean to mislead the chairman of the Committee on Appropriations. I am not saying if they do not have the money. I am saying that they had no way of knowing what the supplemental was going to agree with. Until last week, all of us thought it would come out of committee with no offsets and then we would decide the issue on the floor. So the Defense Department was in the unenviable position of not thinking that we were going to have the offsets and they also thought that bills might be put together. They did not face this thing until over the weekend, and I started to nose around and this is when I found out that this is a problem.
