we have said for the last year and a half, if you remember I said a year ago, we are not going to be able to prevail unless we get the Iraqis to take over the fighting themselves. Now, we put $5.7 billion in. I think we are going to consider a little bit later lifting the cap on the $500 million so it can be spent. So if the gentlewoman would withdraw this amendment, we will try to work this thing out. Because it is such a delicately balanced bill, if we go through a long harangue about something we are already trying to do; in other words, we put $5.7 billion in. We have $500 million in this bill. We just remove the limitation if the gentleman from Washington (Mr. Inslee) prevails. I think that will solve your problem.
