I think the gentlelady has touched on that issue in a way that makes sense to most onlookers. She comes from a State that has seen problems. But we saw as a nation what happened in New Orleans in 2005 and the lack of response that took place in large part because of these issues that we are talking about, because the Guard and the Reserve that would usually be called upon to address those issues and come to the aid of the victims of that hurricane were deployed or otherwise engaged. We have a National Guard and Reserve that has been the subject of multiple deployments now, often three, four deployments. And when we have a situation like unfortunately happened in Kansas recently, we see the result. The Guard and Reserve is over deployed, and we are not able to respond in the fashion we need to respond when we have a national emergency, such as we saw in Kansas.
