It is covering children that are uninsured. In Pennsylvania alone, there is 281,000 uninsured children. We are talking about children in this country that lack health insurance, and this program in States all across this country has gone above and beyond and covered these children. But again, the President's budget gives $10 billion less than is needed just to maintain the current level of service, not even moving in the direction of extending the program.
