The problem is that the Medicare+Choice programs have been ratcheting back their benefits. They have been providing, they used to provide relatively generous prescription drug benefits, but they are pulling back. They are pulling back because they feel that the Congress, frankly, and the administration has not been providing sufficient funds to pay for the full health care benefits of today's seniors in managed care Medicare.
