“Mr. Chairman, what is this all about? The base bill does the right thing. The base bill holds true to America's commitment to population control. But there is a time in public policy where morality becomes hypocrisy and morality becomes hypocrisy, when what we are trying to achieve does far more harm and in fact goes counterproductive to what we are trying to accomplish.”
