the fundamental goal is to provide coverage for everyone. What has been discouraging and frustrating to me is that we have crafted this plan so that it benefits everyone regardless of income. The President's rhetoric and language has suggested that that is all we do, that we are only providing a benefit for the really poor; and it is really not the case.
