They were not very happy about that. We all remember Chairman Rostenkowski's car being rocked by a group of seniors because essentially what the Congress was saying is that if you already have this benefit, we are going to make you pay for it anyway. As we said earlier, two out of three beneficiaries already have some kind of coverage.

I think it makes all of the sense in the world to eliminate that level of bureaucracy, put the contracting back at BARDA where it belongs.
