Mr. Speaker, we are at a time of national crisis; and, ultimately, our success will depend partly upon our superiority when it comes to technology and to our military equipment. Ultimately, our success over the coming months and years and decade will be a function of the character of the American people. When we talk about the character of the American people, we have to remember that that means everyone.
