So my amendment, Mr. Chairman, which I understand both the minority and the majority have agreed to incorporate into the legislation, simply follows through with the Secretary of Commerce's recommendations to have a biagency task force look into the further feasibility of what we have proposed now for 2 years. In this way we can begin to fill those gaps that, unfortunately, have been occurring too often, and in too many places across the Nation.
