as I recall the negotiations that were taking place during the time of consideration by the full committee, I thought that the gentleman from Florida (Mr. McCollum) and the gentleman from Virginia (Mr. Scott) had become on the verge of reaching some compromised language. Then I learned that, indeed, they had, or at least it looked like we had, and so that the manager's amendment did contain some language that would seem to satisfy both sides. Now I find out that that was not the case; therefore, we have to rely on what is now in the manager's amendment, and we respectfully reject the Scott amendment, and I ask everybody to vote no.
