I noticed that at the exact moment when the gentleman from Colorado (Mr. Schaffer) was talking about the fact that the Federal dollars that are being spent could be better spent at the local level, in walked the gentleman from Pennsylvania (Mr. Goodling), who for years has been determined to make certain that we know that the best way to spend those dollars is at the local school board level.
