“Mr. Chairman, the thrust of this amendment is to bring more accountability, and I stress that word, accountability, to the Members of Congress, and therefore to the American people, of the workings of the Legal Services entities in the various communities across the Nation. In the last 20 years we have heard anecdote after anecdote about the kinds of abuses that have been foisted upon the American public by the Legal Services Corp. and entities in the local communities. Now, the proponents always say, they are just anecdotes. If we pile up the anecdotes we have an entire encyclopedia. Therefore, they become worrisome and repetitive across the Nation. One egregious example that should have the American people sit up and take notice is the following. If legal services was set up to help low-income poor people, as it was, I support that, and I favor that. Every move that I have made in Congress as chairman of the subcommittee in charge of this has been to preserve legal services for the poor.”
