I thank the gentleman, Mr. Chairman, for bringing this issue to full debate here on the floor, and this colloquy. I agree that that is a correct interpretation of the law, and commend the gentleman for bringing the issue as far as it has come. We will work together to consider the full ramifications of the issue before conference.
