I want to associate myself with the remarks of my distinguished colleague from Michigan, Senator Riegle, in expressing my deep concern that veterans of the gulf war, like their Vietnam veteran predecessors, may be forced to wait years before a serious, comprehensive effort is made to deal with their exposure to toxic chemicals and biologically harmful substances in the course of their combat service. Their problem is real; it is immediate. Large numbers of Desert Storm veterans are suffering from health conditions which, by evidence I have heard, are due to exposure incurred during their service in the gulf war. Specifically, these symptoms include memory loss, muscle pain, chronic coughing, tremor and abnormal bleeding, and other problems which Senator Riegle has outlined. However, Mr. President, I have yet to see our Government truly address the human element in all this, the men and women who are suffering today, and their families who watch helplessly as these veterans suffer. This is an urgent problem and needs to be treated as such.
