The issue I've noticed with the Russians is that so many people in the administration, when it was Mattis, McMaster, and Tillerson, had a more traditional, conventional view towards Russia and recognized it as a threat, not a benign actor, that they were trying to undermine our power and influence anywhere they could in the world.
