I support the amendment. Mr. LaMALFA. Again, Mr. Chair, it is a very simple amendment, and it will make a clear picture of what the real backlog is of informal claims, which has not gotten enough attention in the work of the VA in recent years. Again, we keep finding that it is an issue of importance and one of great concern as we have discovered what some of the regional offices have to deal with. I yield back the balance of my time. The Secretary of Veterans Affairs shall submit to the Committees on Appropriations of both Houses of Congress a reprogramming request if at any point during fiscal year 2016 the funding allocated for a medical care program that is not estimated through the Enrollee Health Care Projection Model is adjusted by more than $25,000,000 from the allocation shown in the corresponding congressional budget justification. Amounts may only be reprogrammed as requested under this section if (1) the Committees on Appropriations of both Houses of Congress approve the request; or (2) the Committees have not rejected the request before the date that is 15 days after the date on which the request is received.
