I would just like to respond to my friend from South Carolina. I do understand how construction is done. I do want to point out that many of these projects are not all funded in one single fiscal year, but over a period of years, both domestically and internationally, as is the case here. So, again, I would rise in opposition to the amendment and urge its rejection. I yield back the balance of my time. The Acting CHAIR.
