I make a point of order against the amendment because it proposes to amend portions of the bill not yet read. Section 17 of chapter 2 of the House Practice book states in part: ``It is not in order to strike out or otherwise amend portions of a bill not yet read for amendment.'' I ask for a ruling from the Chair. The CHAIR. Does any other Member wish to be heard on the point of order?

Well, look, this midterm really it's about, if you're a Republican, your argument is real simple. You want to put a check and balance on the party in power.
For the former President to go out there and say that all Americans are under attack. Well, that's absurd, because they're not under attack.
Doing nothing is not an option and will in fact lead to a massive benefit cut should Social Security go insolvent.
