One, this is a budget-neutral reorganization of NOAA. Two, a third of our gross domestic product requires accurate information in terms of climate and weather conditions. And the third and most important point, this reorganization, this Climate Service would allow the private sector to get data that NOAA is already collecting and use it to better forecast for their activities.
